Federal Law No. 62 “On Citizenship of the Russian Federation” of 2002 regulates the conditions, procedure and grounds for assigning Russian citizenship to foreign citizens and persons. The FMS authorities must provide a list of documents to obtain Russian citizenship. It is envisaged that the process of obtaining citizenship will be divided into general and simplified, valid for persons permanently residing in the country and fluent in the state language.

The legislation establishes requirements for persons applying for Russian citizenship. List of basic conditions:

  1. Availability of a residence permit, stay on the territory of the state for more than five years in total;
  2. Having a legal source of income – the ability to provide for yourself;
  3. Reaching the age of majority, the applicant’s ability to work;
  4. Renunciation of citizenship of another state (if any);
  5. Proficiency in the state language is an opportunity to confirm this fact by conducting an exam.

Obtaining citizenship in the general manner

What documents for Russian citizenship do you need to collect to obtain the status of a Russian citizen?:

  • Application in two copies (the form is presented on the official website of the migration service);
  • 4 photographs of the applicant;
  • A copy of the residence permit – before submitting it must be certified by a notary office;
  • Certificate of birth, marriage - if available, then copies of documents certified by a notary are submitted;
  • A petition, the content of which will include the renunciation of previous citizenship. It is filled out in two copies, one of which is sent to the Government of the country of which the migrant is a citizen;
  • If the whole family applies for citizenship, but the child is over 14 years old, then he has the right to express his consent. In the case where the child has not reached the age of fourteen, both parents must give consent to change citizenship;
  • A certificate from a medical institution confirming the passage of the commission;
  • A receipt indicating payment of the state fee;
  • A document confirming passing the Russian language proficiency exam.

Attention! If during his life a candidate for Russian citizenship has changed his last name or first name, he will need to submit a photocopy of a certificate confirming this fact. Before submitting it, it is recommended to have it certified by a notary.

If the citizenship applicant has one or more children, then for each of them you will need to provide copies of birth certificates, previously certified by a notary. If children are over 14 years old, then copies of passports are submitted instead of birth certificates. Additionally you will need 4 photographs.

Often, a person who decided to obtain a new citizenship received education in schools or other educational institutions located on the territory of the Russian Federation. In this case, testing is not necessary. It is enough to attach a certificate confirming the acquisition of communication, writing and reading skills to the documents. The same procedure is provided for persons who studied Russian in schools located abroad. In this case, the supporting document must be translated and certified by a notary before submission.

Submission of documents for consideration

The entire collected list of documents for registration of citizenship must be submitted for consideration to the migration service office located at the place of registration of the applicant. If he lives abroad, then the documentation will need to be sent to the Russian diplomatic mission in this state.

Sometimes situations arise when the applicant is not able to independently submit all the documents for registration, then he can send them using postal services or use the help of a trusted person. To save time, it is recommended to immediately certify all signatures of the authorized person at the notary office.

Verification of the entire submitted list of documents continues throughout the year. The decision is made and pronounced by the head of state - the President of the Russian Federation.

Obtaining citizenship using a simplified procedure

What list of documents for registration is established for persons who have the opportunity to acquire citizenship in an accelerated manner? List:

  1. Statement. It is drawn up in two copies, and the forms can be filled out either by hand or using technical means. It is prohibited to use abbreviations or make corrections when filling out. The answer to each question must be complete and comprehensive.
  2. Identification document of a candidate for obtaining the status of a Russian citizen. Additionally, you will need to submit documents confirming the person’s citizenship or lack thereof.
  3. Three photos of the applicant for registration, the dimensions of which are 3x4 cm.
  4. A receipt serving as confirmation of payment of the fee.

Additionally, migration service employees may require the presentation of a document indicating the financial security of a person in order to obtain citizenship. Depending on the basis on which citizenship is acquired, it may be necessary to collect additional papers. For example, when obtaining citizenship based on the status of previously residing in the USSR, you will need to present a Soviet passport of a certain type or other document certifying this fact.

Additional documents

At the federal level, Russia is conducting a program whose goal is the resettlement of compatriots on a voluntary basis. Its participants automatically become applicants for Russian citizenship in a simplified manner. What documents are needed for submission? The basis for them will be the Participant Certificate, which must be attached to the package of documents.

As mentioned above, one of the conditions for obtaining citizenship in a simplified manner is the possession of Russian language skills sufficient for communication, reading and writing. The decision on whether the person’s knowledge corresponds to what is necessary is made by a special commission. If the decision of its members is positive, then the applicant is issued a conclusion confirming knowledge of the state language. This document will need to be attached to the rest of the list when submitted for consideration to the migration service department.

The next basis on which a person can obtain the status of a citizen of the Russian Federation is the presence of parents who have Russian citizenship. This fact must be reflected in the application; moreover, the parents’ civil passports and birth certificate will need to be attached to the list of documents for submission.

  • An application for granting the status of a citizen of the Russian Federation must be drawn up in Russian.
  • All documentation attached to the application and sent for consideration must be translated into Russian. After translation, copies and originals of documents are certified by a notary’s signature;
  • The application along with the documents is considered accepted for consideration after they are handed over to the employees of the migration service department in the proper order and in full.

There are situations when the applicant, due to his illiteracy or physical disabilities, is not able to independently sign the application. In this case, this can be done by another person chosen independently by the applicant, but his signature must receive a notarized certificate.
