To obtain a foreign passport, you must not only submit an application and documents, but also pay a fee to the state. What is the tax amount and how to pay it?

What is a contribution?

Any action related to the state must be subject to duty. The state fee is a mandatory payment that is made for the implementation of a legal action and is mandatory for all citizens on the territory of the Russian Federation. Charged from legal entities and individuals. The duty is paid at the place of transaction or in specially designated places. Acceptable forms of payment are cash and non-cash.

Payment for the preparation of a foreign document is reasonable, since the country reimburses its own costs incurred for processing the information, checking it, sending it and other actions. The amount of the fee is provided for by law and is strictly regulated.

Duty Payment Options

There are several options for paying the state fee - using a receipt (paid at the bank), at the Migration Service office and through terminals. In the first case, the details must be obtained from the receipt issued by the Federal Migration Service. The form can be found and downloaded on the portal of the Ministry of Internal Affairs. You can pay the fee at any bank.

Through a bank teller

The most popular payment method. To make a payment, fill out a receipt - at home or at the bank office.

The following details and data are indicated:

  • recipient's name;
  • purpose of payment;
  • account number to which funds are transferred;
  • budget classification code;
  • amount paid;
  • address and signature of the payer.

A bank employee will assist in providing the correct details. The operator accepts the payment. Not all banks provide this service, so before filling out the receipt you should clarify this fact with the bank.

Via terminal

The bank's offices have special terminals intended for payments to the country's budget. Having a bank card or depositing cash, you can pay a fee for obtaining a foreign passport. A receipt will be issued.

How long is the receipt valid?

The receipt confirming payment of the fee is valid for 3 years from the date of payment. The receipt must have a bank mark. During this period, you can re-submit a request for a foreign passport by presenting the same receipt.

The condition is that it must not be used, that is, the applicant canceled the old request.

Rules for filling out details

Details – data that is included in the receipt. They are necessary for the document to be considered valid and for the payment to reach the recipient.

Each region of Russia has its own details. If documents are submitted in one region, and the fee is paid in another, then the receipt will not be accepted - the details will not correspond to the required format. You cannot submit documentation to obtain an outdated type of foreign document, but pay for a document of a new type (and vice versa).

Duty amount

The amount of the fee to the state for obtaining a foreign passport is regulated by Article 33.28 of the Tax Code.

The amount is:

  • new sample document for adults – 3,500 rubles;
  • obsolete type - 2 thousand rubles;
  • biometric passport for children – 1,500 rubles;
  • outdated model - 1 thousand rubles.

Paying the fee for a new type of foreign document is more expensive, since photography is included in the price.

The amount of the fee will also vary.

The KBK will also be different. For adults there is one, for children under 14 years old there is another.

Can I transfer online?

To obtain a passport, you will need to spend a lot of time. To simplify the task, you can pay the fee online. For this purpose, there is a State Services portal. The site is government-owned, so you don’t have to worry about reliability. The system is built in such a way that it is impossible to make a mistake.

To pay the fee through the portal, you must first register. In your personal account, find the “Payments” section and indicate to whom the payment is assigned - the Federal Migration Service. You need to enter the details carefully; you can find them on the institution’s website. After that, click the “Pay” button. You will need to enter the card number from which the required amount will be withdrawn.

The advantages of such payment

The receipt for payment of the fee for a foreign passport must be filled out without errors. To avoid any inaccuracies, it is better to fill it out online.

Another advantage is that when filling out a payment order on the Migration Service website, the applicant receives a 30% discount on the tax amount.

Do you need a paper receipt?

Using the Government Services website, you can pay the fee and print a payment receipt.

But the Migration Department does not need the document - they receive a notification on the website. You can print the receipt; sometimes it can serve as proof of payment.

Where can I find the details for paying the state fee for a foreign passport?

Each branch of the Migration Service has its own details; you can find them on the website of the selected branch. It is worth paying attention to the fact that there are different numbers for different types of passports and ages. If the details are found, but the applicant doubts their correctness, you can call the Service and clarify them.

If the details are entered incorrectly, the Service employee will not accept the application.

The most common errors when specifying details are data from a representative office in another region, old details, or an incorrectly specified purpose of payment. When filling out the receipt, you should be careful and check the data.

Is it possible to refund the paid fee?

It happens that the details are entered incorrectly. In this case, you can return the funds. This cannot be done online; you must go to the Migration Service office, write an application and show the receipt.

Refunds are possible in the following cases:

  • the applicant has changed his mind about applying for a passport (the reason for refusal does not matter);
  • if the Migration Office refuses the applicant;
  • if a larger amount has been deposited than required;
  • if the details are specified incorrectly.

The application must be written to the head of the department. The form can be found on the website.

As carefully as possible

If you fill in the details incorrectly or indicate incorrect or outdated details, the cashier will refuse to make the payment. Also, such a receipt cannot be used for its intended purpose; it will not reach the desired recipient. In some cases you will have to pay the fee again.

It happens that an employee of the Migration Department finds errors in the details already in the process of considering the application. In this case, the situation cannot be corrected. You must wait until the document is rejected and reapply. To avoid problems, it is better to print out a ready-made form with details on the day the fee is paid.

Nuances

Before paying the fee for obtaining a foreign document, you must remember the following:

  • funds are deposited in person - the name of the applicant must be indicated on the receipt - Article 333.17 of the Tax Code;
  • if a proxy acts on behalf of the applicant (child), then this right must be confirmed with documents; the child’s name is indicated on the receipt;
  • The receipt must have a note from the bank indicating payment.

In order for the payment to reach the recipient, the details must be obtained from the Migration Service office or on the website.

Thus, paying the fee to the state is a mandatory process for everyone, regardless of age. To carry out the procedure, you must enter the required details on the receipt. You can find them out at the Migration Service at the place of application. If you follow the rules and fill out the receipt correctly, the payment will reach its intended destination and the issuance of a passport will not be refused.
