A foreign passport is a mandatory document for Russians to travel abroad. To obtain it, you must pay a state fee. The amount of the fee depends on the type of identity card - old or new. The second factor is the age of the recipient. Let's figure out where to pay the state fee for a foreign passport.

State fees for international passports are charged by the state for the production of the document. The amount of the duty is determined at the legislative level. The state duty for a Russian foreign passport is paid in several ways. A citizen has the right to choose the best option for himself on how to pay for the service.

Payment of the fee is mandatory for everyone wishing to obtain a foreign identity card. The only exceptions are residents of the Kaliningrad region. They were exempted from paying state duty. For other categories of Russians, benefits or free production of a foreign passport are not provided. Persons ordering a document pay a fee in the following amounts:

Payment Methods

There are the following ways to pay the fee for the production of a foreign passport (both old and new):

  • Through Sberbank of Russia (using the cash register).
  • Through terminals of Sberbank of the Russian Federation (installed in Sberbank itself or another place).
  • Via the Internet (Sberbank Online service).

Payment via cash register

This method of depositing money as a state fee is familiar to older people. A citizen planning to obtain a foreign passport follows the following steps:

  • Comes to Sberbank (any nearest branch).
  • He asks to issue a receipt for payment of the state duty. If a particular branch does not have such forms, you should bring the receipt with you:
    • Printed via the Internet.
    • Pick it up at the Migration Department of the Ministry of Internal Affairs.
  • Gives the completed receipt with all the details to the cashier.
  • Deposits money and receives a check.
  • Attaches the receipt and check to the documents for issuing a foreign passport.

Payment via terminal

Payment terminals are installed both in Sberbank itself and in shopping and entertainment centers, stores, etc. In any of them it is possible to pay a fee for a foreign passport. If the payer is not sure that he can handle it himself, it is recommended to use the terminal at Sberbank. There you can count on the help of a competent employee.

In the terminal menu you should find the section for payment of state duties. Then the details are entered and the required amount is paid. Money can be transferred in cash or by bank card. After this, the citizen will receive an invoice. It should be kept and presented with the rest of the documents for your passport.

How to pay the duty online

Paying online via the Internet is the most convenient way to transfer money for state fees. True, there is one important condition. You must be a client of Sberbank - have a bank card or an open personal account with a financial institution.

To pay the fee via the Internet, you need to activate the Sberbank Online service. It is available to all bank clients. Then the following steps are performed:

Step 1. Open Sberbank Online and log into your Personal Account.

Step 2. Click on the “Payments and Transfers” tab.

Step 3. Go to the section “Staff Police, duties, budget payments.”

Step 4. Select the agency through which the state duty is paid and find the required type of payment. Previously, the FMS was in charge of processing foreign passports, now it is the Main Directorate for Migration Issues of the Ministry of Internal Affairs. By default, an agency branch will open in the region of registration. If not, you need to go to the “Make a transfer using details” subsection. The following page will open:

You need to enter all the data and click “Pay”. The citizen will find out the information to fill out (account number and TIN of the organization) independently. The bank is selected from the directory, the BIC is set automatically.

Step 5. In the sample receipt that opens, check the details and click “Pay.”

Step 6. Print the check. The transaction history is stored in Sberbank Online. If the receipt is lost, you can always print it again.

Step 7. Put a stamp on the check at Sberbank. A stamp is placed if official confirmation of the transfer of state duty for a foreign passport is required (this should be clarified with the local Ministry of Internal Affairs).

Step 8. Submit a check and other documents for obtaining a passport.

Paying fees through Sberbank Online is not available everywhere. In a number of regions of Russia, the service does not operate for these purposes. Another online payment method via the Internet - the government services portal - also does not function in all subjects of the Federation.

Refund of state duty

Provided for citizens:

  • Those who gave money, but for some reason did not use the service.
  • They paid more than they should have. For example, a citizen planned to receive an old-generation international passport, but paid a state fee for a new document.
  • Who were denied a foreign identity card.

It doesn’t matter how the duty is paid - in Sberbank, by terminal or online via the Internet. The payer comes to the local department of the Ministry of Internal Affairs and writes an application for a refund.

The citizen must indicate:

  • Passport details.
  • Your coordinates.
  • Reason for return.

You should bring with you:

  • Payment with a note indicating non-use of money (original).
  • Confirmation from the bank about the transfer of payment (if necessary).
  • Bank details (copy of passbook or bank card indicating the account).
  • Internal passport (original and copies of the 2nd, 3rd and 5th pages).
  • A copy of the birth certificate (if you planned to get a foreign passport for the child).

A maximum of 1 month is given for the consideration of the case. After this time, the applicant will be refunded the funds spent.
