Russian agency railway transport(Roszheldor) and Stroygazmontazh LLC entered into a contract for the construction of railway approaches to the Crimean Bridge from Kerch. This was reported on Wednesday, April 12, by Russian media with reference to the press service of the Russian Ministry of Transport.

“The contract was concluded in pursuance of the order of the Russian government dated January 26, 2017, which designated SGM as the only contractor for this project,” the Russian ministry said in a statement.

The Russian Interfax informs that the contract price is 16.9 billion rubles (about 7.8 billion UAH) and cannot be exceeded.

“Settlements under the contract are subject to treasury support in the manner prescribed by Russian legislation,” the Russian ministry noted.

The management of the construction of railway approaches in Crimea will be carried out by the department for the construction of a bridge across Kerch Strait"Stroygazmontazh". It is reported that the company is ready to “immediately begin construction and installation work at the site.”

Construction involves laying an 18-kilometer branch line across the territory of Crimea, which will adjoin the section of the Kerch-Dzhankoy railway. The line will be double track, non-electrified, with the possibility of electrification in the future. In addition to the tracks themselves, special operational buildings will be built, a tunnel will be laid, Bagerovo station will be reconstructed, a park at the Kerch-Yuzhnaya station will be equipped, and bases for the deployment of firefighting and recovery trains will be organized. In April 2017, it became known that Russia had approved an estimate for the construction of a railway in Kuban, which will go to Kerch Bridge. According to the Russian Ministry of Transport, construction of the railway near the village of Taman will cost 49.1 billion rubles (about 23 billion hryvnia).

Russian President Vladimir Putin announced the need to build a crossing across the Kerch Strait immediately after the annexation of Crimea - in March 2014. They promised to build the bridge by 2018 and put it into operation in the summer of 2019.

At the beginning of July, the Crimean Bridge information center reported that total cost construction of a bridge across the Kerch Strait from Russia to Crimea will amount to 227.92 billion rubles in prices of the corresponding years.

Previously, it was reported that the Russian government postponed the start of temporary operation of the railway part of the bridge across the Kerch Strait for a year - from December 2018 to December 2019.

The Ukrainian side withdrew from the agreement with Russia on the construction of the bridge in 2014, after the annexation of Crimea by Russia.

As Kommersant found out, the construction of railway approaches to the Crimean Bridge has encountered a problem; the project will have to be adjusted. One of the reasons is problems with soils. As sources told Kommersant, during the implementation of the project for the construction of railway approaches to the Kerch Bridge from the Crimea, problems arose with the soil used for construction roadbed. The project was developed by the St. Petersburg "Lenpromtransproekt" by order of the Federal State Unitary Enterprise "Krymskaya Railway(KZD), which reported directly to the region, but, as one of Kommersant’s interlocutors emphasizes, the document turned out to be “poorly prepared.” As a result, Roszheldor turned to the general contractor Stroygazmontazh (SGM) with a proposal to make adjustments. The Ministry of Transport confirmed to Kommersant that the need for repeated engineering surveys was caused by the poor quality of work performed by Lenpromtransproekt JSC, in connection with which Roszheldor sent an appeal to the prosecutor's office. Repeated surveys, the Ministry of Transport added, will be carried out by Stroygazmontazh.

Lenpromtransproekt clarifies that the fault lies with the subcontractor. The general director of the company, Rostislav Shkurko, reminded Kommersant that the company received a positive conclusion from Glavgosexpertiza in June 2016, “all the work was completed with high quality, as evidenced by the positive conclusions both on the technical and price audit, and on the technical and estimated part of the project.” Engineering surveys on geology were subcontracted by Krymsetenergoproekt LLC, both on the railway and road approaches, says the top manager. Based on the obtained drilling materials and laboratory tests, design solutions were developed, the construction time in accordance with the construction organization project was 29.7 months, however, the contract with Stroygazmontazh was concluded only in April 2017, notes Mr. Shkurko. The soil is partially unsuitable for constructing an embankment; it can be used by stabilization, which requires additional time, says the top manager. “Taking into account the importance of the object, social significance and construction time, it was decided to replace the soil, which requires at least 500 million rubles,” says Rostislav Shkurko, adding that there are currently no building materials in Crimea and the question of where to bring the soil from is being decided.

“As part of the fulfillment of warranty obligations, Lenpromtransproekt applied to Roszheldor in May and received permission to re-carry out geological research at its own expense. Today, the geology was re-done, all the studies were carried out, and a repeat Glavgosekpertiza should take place in the near future,” notes the top manager. According to him, Roszheldor, KZD and Lenpromtransproekt submitted materials to the Prosecutor General's Office, and the company also filed a lawsuit against Krymsetenergoproekt LLC.

Adjustments to the project will not affect the delivery deadlines for the railway approaches, the representative of the Deputy Prime Minister emphasized.

Final decisions on possible adjustments to the cost of construction of approaches can only be made after the design documentation is finalized, concluded Ilya Dzhus. This will not affect the cost and delivery time of the Crimean Bridge itself.

A Kommersant source in the Kazan Railways reported that they are not engaged in the construction of approaches to the Crimean Bridge, but will take on board a ready-made railway when it is built. “Therefore, these questions are not for KZD. The project for the construction of railway approaches to the Kerch Bridge from the Crimea, which was developed by Lenpromtransproekt, required modification, sources told Kommersant and a source confirmed to RBC.
